5.6.2 Social Constraints

The economic limitations of development zones, some of the more obvious problems, can generally be objectively described and studied through data analysis and site visits. Social constraints, however, are more of a potential process, which require more in-depth excavation and research to uncover. In this sense, the problem of social constraints concerning the zones is more far-reaching and fundamental. It should not, then, be taken for granted that the development of the zones will proceed smoothly once economic limitations alone have been overcome. In fact, if the more far-reaching and fundamental social contradictions and constraints are left unaddressed, then a development zone is not necessarily sustainable. In particular, the Chinese model of development zones has the following social constraints.
